New York mandated reporter & child abuse training requirements update for 2026
Who must complete it: physicians, registered nurses, nurse practitioners, dentists, dental hygienists, chiropractors, optometrists, podiatrists, psychologists, licensed clinical and master social workers, mental health counselors, marriage and family therapists, creative arts therapists, psychoanalysts, athletic trainers, licensed behavior analysts, and certified behavior analyst assistants, along with other mandated reporters designated under Social Services Law § 413.
The 2026 deadline: Chapter 25 of the Laws of 2024 amended Social Services Law § 413 to add protocols and guidance on identifying abused or maltreated children with intellectual or developmental disabilities. Every mandated reporter, including those already trained, must complete the updated curriculum by November 17, 2026.
Which version you need: If you have never completed the training, or completed it before November 1, 2022, take this full two-hour updated course. If you completed approved training between November 1, 2022 and August 31, 2025, you may either take this course or complete a 15-minute addendum on the new topic. If you completed training from an approved provider on or after September 1, 2025, you already have the updated curriculum.

About this course
This course satisfies the New York State Education Department requirement for coursework in the Mandated Identification and Reporting of Child Abuse and Maltreatment/Neglect. It follows the curriculum as amended by both Chapter 56 of the Laws of 2021 and Chapter 25 of the Laws of 2024, so completing it puts you in full compliance ahead of the November 17, 2026 deadline in a single sitting.
You will work through the "reasonable cause to suspect" standard, physical and behavioral indicators of abuse and maltreatment, and the indicators that present differently in children with intellectual or developmental disabilities, where communication barriers, dependence on caregivers, and behaviors that get attributed to the disability itself cause abuse to go unreported. The course also covers implicit bias in reporting decisions, adverse childhood experiences, recognizing abuse in virtual and telehealth encounters, the mandated reporter's legal protections and liabilities, how to make a report to the Statewide Central Register, what happens after a report is made, and the misunderstandings that most often keep clinicians from reporting. Case scenarios from hospital, clinic, dental, school-based, and telehealth settings show how the rules apply in practice.

What is the NYS mandated reporter training deadline?
November 17, 2026. Chapter 25 of the Laws of 2024 amended Social Services Law § 413, and NYSED requires all mandated reporters, including those already trained, to complete the updated curriculum by that date. Approved providers began offering it September 1, 2025.
Do I need to retake mandated reporter training if I already took it?
Yes, unless you completed approved training on or after September 1, 2025, which already includes the update. If you trained between November 1, 2022 and August 31, 2025, you can take the full updated course or a 15-minute addendum on the new topic. If you trained before November 1, 2022, take the full course.
What is the 15-minute mandated reporter addendum?
A short module on the one topic Chapter 25 of the Laws of 2024 added: identifying abuse and maltreatment in children with intellectual or developmental disabilities. NYSED says it is available through most approved providers for people trained between November 1, 2022 and August 31, 2025. This course is the full two-hour version and carries 2.0 CE contact hours.
How long is the mandated reporter training in NYS?
NYSED requires a minimum of two hours of coursework. This course is 2.0 contact hours, fully online and self-paced, and can be finished in one sitting. Your certificate is issued immediately.
How long is the NYS mandated reporter certificate good for? Does it expire?
It does not expire. NYSED calls the training a one-time requirement. The exception is when the law changes the curriculum, which happened in 2021 and again in 2024, so even previously trained reporters must complete the updated curriculum by November 17, 2026.
